$27 Million Settlement Over Police Crash in Chicago
The Chicago City Council is considering a $27 million settlement for the family of Angela Parks, a mother of five who was killed after being struck by an SUV during a high-speed police chase. As a result, a renewed interest in the debate over the Chicago Police Department’s pursuit policies and their impact on public safety.
Tragic Incident and Lawsuit Details
On August 9, 2020, Angela Parks was crossing the street at 31st and Wells when an SUV fleeing police struck her at high speed, leaving her quadriplegic. When she died 18 months later in February 2022, her family filed a lawsuit against the city. They alleged that Officer Ricardo Teneyuque initiated the chase over a suspected stolen vehicle, which violated CPD policy. The lawsuit claims Teneyuque failed to activate his sirens, did not notify dispatchers, and continued the pursuit even as the suspect drove into oncoming traffic.
Proposed Settlement and Financial Impact
If approved, then the $27 million settlement would be one of the largest in Chicago’s history. The city’s insurance provider would pay $7 million, while taxpayers would be responsible for the remaining $20 million. The City Council Finance Committee is set to review the proposal, sparking discussions on potential changes to police pursuit policies.
Furthermore, this settlement would be the latest in a series of costly payouts linked to police pursuits. In February 2022, Chicago paid $1.4 million following the death of 13-month-old Dillan Harris, and later that year, $15 million for the death of Guadalupe Franco-Martinez. In light of these recent crashes, local residents have expressed concerns that the CPD’s failure to adhere to its own policies will result in more costly settlements, paid for largely by Chicago taxpayers.
